About the State Budget

The State Budget is the means by which the Victorian Government details how it plans to collect and spend public monies for the upcoming year. The Budget has two components: the Budget Papers and the Appropriation Bill to Parliament.

The Budget Papers detail the Government’s fiscal strategy, the overall budget position of the State, and the goods and services that are to be delivered by each department in order to achieve the Government’s outcomes.

To use public monies the government of the day must pass a Bill in Parliament to appropriate those monies. Government appropriates funding annually on behalf of departments for the business of government.

Presentation of the annual State Budget follows detailed processes of planning and resource allocation. It also provides the framework for departments’ service delivery and associated monitoring and accountability processes.

The Budget Process

On the first Tuesday in May of each year, the Treasurer tables a Bill to Parliament to appropriate public monies, as well as tabling the annual State Budget Papers. These documents provide a statement on the budget position of Victoria, detailing how Government will spend the public money that it expects to collect over the next year, and requests permission from Parliament to use public monies for that year.

The tabling of the Appropriation Bill and Budget Papers is the culmination of a six month process in which Government, through its Cabinet and other processes, decides how best to allocate resources. Through the budget process the government of the day decides how it will use the available public money to achieve the best outcomes for the public.

What Makes Up The Budget Papers?

The Budget is comprised of the following suite of papers:
  • Budget Overview: this is a good starting point for most people and provides an overall summary of the State Budget and specific initiatives and commitments, and explains how these initiatives contribute to the achievement of the Government’s medium-term outcomes as specified in its overall vision, Growing Victoria Together.
  • Budget Paper No. 1: Treasurer's Speech is presented by the Treasurer to Parliament on Budget day. The Treasurer’s Speech commends the Appropriation Bills to Parliament and highlights the Government’s key initiatives and priorities;
  • Budget Paper No. 2: Strategy and Outlook provides details of the Government’s overall high level strategy for the coming year;
  • Budget Paper No. 3: Service Delivery focuses on output and service delivery by departments; and
  • Budget Paper No. 4: Statement of Finances contains general Government financial statements for the budget year and three forward estimate years, departmental financial statements and uniform reporting of Government finance statistics.
